Suuuuuuper late update. After some extensive testing, I can't seem to wrap my head around what was going on. I tested Left 4 Dead 1 and it worked just fine, played L4D2 on my laptop and it was fine, hosted numerous games on the PC that was having the problem with no problems... and then tonight I did a few campaigns to test it with streaming.
