WebOne is where the valet parks your car for you and there are other npc cars too, but the very expensive ones that is called the parking garage. The penthouse is you own garage, where you can only see your cars and arrange them and you have to drive it into the garage and select the penthouse option to see the cars there. Hope it helps.
